Environmentalists say the crisis has deepened because most Filipino shoppers prefer to buy products in tiny, cheap plastic packets or sachets rather than larger and less-wasteful packaging. While proposed legislation to ban single-use plastic items has not been adopted so far, a ratified bill requiring consumer brands to contribute to the cost of collecting and disposing plastic waste is awaiting a final signature from outgoing President Rodrigo Duterte.
